Unless you agree to a 2 year contract (or extension) it’ll cost you $599.99. Even then you must activate the data plan in order to activate the phone. Verizon does not allow smartphones on their network without a data plan.

they will sell you any phone factor in what your deposit might be with verizon unless you have great credit that phone could get a bit pricey
